TURKEY – A country at the gates of hell (En–Türk)

There is a caricature that goes as follows: A man wakes up in a place that obviously looks like hell and says: “This is a very nice place – did I die and come to heaven?” The man behind him, half confused answers to that: “What have you been through in Turkey?

“Exaggeration” is already in the definition of the caricature and when compared with the things happening in Syria, Turkey surely is not a place that can be defined as “hell” (yet). However, this caricature reflects the feelings of millions of people in Turkey right now. Especially, the feelings of millions of people, who are educated, wise, secular, non-sectarian, anti-nationalists and pacifist…

About a year and a half year ago, there was the feeling of living in a society proceeding to be more democratic, peaceful and the rules of law were still valid. However, today, we are living in an environment that one man is actually doing whatever he wants and there is no legal structure that can control him. Recent years, inside and outside, the thing that designates the policies of the State of Turkey is clearly the personal interest of the President. While his passion for power increases as much as to imagine being the leader of all Sunni Muslims, Turkey is rushing into the civil war in Syria and follows a protectorate policy towards all Sunni groups (openly or secretly); while all his plans fail one by one and his American and Western partners start to turn their back against him and the continuation of his power is to get closer with Russia and accordingly Bashar al-Assad, Erdogan’s Turkey is starting to follow this policy without hesitation.

Every government that came to power until 2002, practiced a standard “anti-Kurdish” policy, which was seen as a must for the integrity of the country. Whatever needed to be done so as to avoid the creation of a neighboring Kurdish state. Turkey saw it as its right and shaped its foreign policy decisions accordingly. So, during the first days of the Syrian Civil War, if there had been another government in charge instead of the current one, Turkey would unconditionally have supported the ruling Syrian government in order to prevent the division of Syria and the rise of a Kurdish formation. The result would surely be very different for both Turkey and Syria and for the whole world. However, Recep Tayyip Erdoğan, with the effect of Sunni İslamic education he got since his childhood, perceived the internal conflict in Syria as a holy war, in which “true” Muslims (Sunnis) face “false” ones (Shiites) and took the role of protector of the Sunni side (additionally to the dream of being the leader of the Sunni world through a victory in Syria, it can be said that the personal share he would gain from illicit trade in Syria was also important). The whole foreign policy of Turkey was shaped upon this simple thought.

Actually, Erdoğan’s government managed to turn down all strategic opportunities that it got in the period of the Syrian civil war. The Siege of Kobani in the autumn of 2014 was a historical opportunity for Turkey. If Turkey – which it is at war with today and suffering casualties every day, which challenged Turkey and burned Turkish soldiers alive – had acted against IS at that time and entered Syria for the Kurds that stuck in Kobani and the Turkish Armed Forces (TSK) had put up a fight against IS together with People’s Protection Units (YPG), we would be living in a quite different Turkey and Syria today.

When we look at 2017, it is possible to say that the things that happened in Syria are a total disaster for Turkish foreign policy. Dreams of deposing Bashar al-Assad and establish a Sunni administration in the guidance of Turkey were left behind. It seems that Assad ensured his future place quite well after his recent Aleppo victory; Russia and İran permanently settled militarily in Syria. Kurds in the north of Syria are de facto independent and received full support of the USA; holding an important area stretching along the Turkish border and though all insistences of Turkey, no Western countries acknowledge them as terrorists. And the worst of it all: Turkey directly waged war against IS, which was indirectly and secretly supported by Turkey against the Kurds the whole time and the Turkish army is stuck in Al-Bab against IS.

At the moment, Turkey is such a democratic country that President Erdoğan was making a statement live on December 22nd: “Al-Bab is completely sieged” and none of the journalists there could say “but, it can be seen even in the maps on the internet that three sides of Al-Bab are still open; the Free Syrian Army and Turkish Armed Forces are getting closer to the city only from west, you’re misinforming”. It is impossible to see the failures of the army in Al-Bab and its reasons mentioned in television and newspapers. On December 29th, President Erdoğan was saying that Western allies didn’t support the operation of Turkey; but not even a single journalist in Turkey could ask whether “the reason could be the government’s failure to get that support and constantly changing and having an unstable foreign policy”. They couldn’t ask because the journalists that could ask this question are either in jail or abroad.

There is a very great mass, which unconditionally supports Erdoğan and uses mainstream media as the primary source of information. This great mass, consisting of generally uneducated and low income layers of society, can have different opinions clearly contradicting with each other at the same time in order to support the government. For instance, there is great sympathy towards IS because of their suicide bomber attacks targeting both progressive, leftist and Kurdish parts. At the same time they can believe IS militants who killed Turkish soldiers are actually secret Christians and commissioned by Western powers such as the USA to show the world that Islam is evil. Well, what do you think they say about the recent video that IS broadcasted; in which two Turkish soldiers were burned alive? They simply refuse to believe it. They choose to believe the video was made in the USA and it was fictional. Just as the president is acting as if such kind of evil never happened, attended to openings the next day after the video had been broadcasted and continued to greet his supporters with a smiling face; they choose to live in the same way as if nothing had happened.

2017 will probably be a year, in which the results of contradicting and continuously changing Syrian foreign policy of the government started to come in sight more clear. Turkey will probably continue to move away from the West and will be a complete Middle East country. If Turkish army succeeds to take Al-Bab; this would be applauded in Turkish media as Erdoğan’s great victory and conquest. It will be told how important Al-Bab is, even more valuable than Aleppo. Should Euphrates Shield forces not be able enter Al-Bab, the Turkish media will say Al-Bab was actually unimportant; the important thing is to prevent the unification of the lands under the control of Kurds in the north of Syria and with the success of it, Operation Euphrates Shield should be accomplished. Eventually, Erdoğan will be successful for standard voter perception in any case.

So, what do secular-nationalist Kemalists – the only opposition group whose existence is allowed – think about this contradictory foreign policy of Turkey? To answer this, let me tell you a well-known joke among Kurds in Turkey: A Turk and a Kurd who are sentenced to death, stay in the same prison cell. The Kurd is asked what his last wish is; “I want to see my mother” he answers. Then, The Turk is asked what his last wish is; and he answers: “Don’t let the Kurd see his mother”.

That is to say, in Turkey if you are pursuing an “anti-Kurdish” foreign policy; it doesn’t really matter how rational and successful you are; you can take nearly 70-80 percent of voters’ support for granted.

Normally this article ends here. But in İstanbul, in the first hours of the new year more than 40 people were massacred because they just wanted to have fun.

With such a terrorist act, the IS has completed the propaganda against new year celebrations made by religious people over the last days. Presidents of foreign states will express their condolences by calling Erdoğan because he is the president of Turkey. Let alone to be upset, the great masses who support Erdoğan won’t hesitate to express the joy they felt about this massacre in social media. And surely not a single person will resign or will be dismissed.

Most of the progressive and pacifist people who constitute 20-30 percent of the population of Turkey were considering 2016 as the worst year of their lives. Like the caricature depicted, once 2017 has really begun, they shall probably be thinking that 2016 was not that bad.

Türkiye- Cehennemin kapısındaki ülke

Bir karikatür var: Adamın biri, cehennem olduğu çok belli olan bir yerde uyanıyor ve şöyle diyor: “Çok güzel bir yer, öldüm de cennete mi geldim yoksa?” Arkadaki zebani yarı şaşkın bir şekilde cevaplıyor: “Siz Türkiye’de ne yaşadınız böyle?

“Abartı”, zaten karikatürün tanımında olan bir şey ve hemen yanı başındaki Suriye’de yaşananlarla karşılaştırıldığında Türkiye elbette (henüz) “cehennem” olarak tanımlanabilecek bir yer değil. Ama bu karikatür, şu anda Türkiye’de yaşayan milyonlarca insanın hissettiklerini yansıtıyor. Ülke nüfusunun nispeten az sayıda olan kesimini oluştursalar da özellikle de eğitimli ve bilgili olan; dinci, mezhepçi ve milliyetçi olmayan; barıştan yana olan milyonlarca insanın hislerini anlatıyor.

Çok değil, bir, bir buçuk sene öncesine kadar; yaşanan tüm olumsuzluklara rağmen yine de hukuk kurallarının hala geçerli olduğu, daha demokratik ve barışçı olma yolunda ilerleyen bir toplumda yaşıyor olma hissi vardı Türkiyelilerde. Bugünse, iktidarda olan tek kişinin fiili olarak her istediğini yapabildiği ve onu denetleyebilecek hiçbir hukuki yapının kalmadığı bir ortamda yaşıyoruz. Son yıllarda, içeride ve dışarda, Türkiye Devleti’nin politikalarını belirleyen şey açıkça Cumhurbaşkanının kişisel çıkarları oluyor. Onun iktidar hırsı tüm Dünya Sünni Müslümanlarının lideri olmayı hayal edebilecek kadar arttığında Türkiye, Suriye’deki iç savaşı körükleyip tüm Sünni gruplara -açık veya gizli- hamilik yapma politikası izlerken; onun tüm planları tek tek başarısız olup, ABD ve Batılı ortakları ona sırt dönmeye başladığında, iktidarını sürdürmesinin yolu Rusya ve dolayısıyla Beşar Esad’la yakınlaşmak olunca; Türkiye bu kez tereddüt etmeden bu politikayı izlemeye başlıyor.

2002’ye kadar Türkiye’de iktidara gelen her hükümet, ülkenin bütünlüğü için bir zorunluluk olarak gördüğü standart “Anti-Kürt” dış politikayı sadakatle uygulamıştır. Türkiye topraklarının dışında ama Türkiye’ye komşu bir Kürt devleti kurulmaması için yapılması gereken her neyse, Türkiye onu doğru olarak görüp, dış politik kararlarını da ona göre şekillendirmiştir. Yani Suriye İç Savaşı’nın ilk günlerinde, şimdiki hükümet yerine başka bir hükümet iş başında olsaydı; Türkiye, Suriye’nin bölünmesine ve bir Kürt oluşumunun ortaya çıkmasına engel olmak için iktidardaki Suriye hükümetini kayıtsız şartsız desteklerdi (Sonucu da hem Türkiye hem Suriye hem de bütün Dünya için çok farklı olurdu tabii). Ancak Tayyip Erdoğan; çocukluğundan beri almış olduğu Sünni İslam eğitiminin de etkisiyle; Suriye’deki iç çatışmayı “gerçek” Müslümanlarla (yani Sünnilerle), “sahtelerinin” (yani Şiilerin) karşı karşıya geldiği kutsal bir savaş olarak algıladı ve Sünni tarafın koruyuculuğuna soyundu (Erdoğan’ın kararlarında; Suriye’de kazanacağı zaferin etkisiyle, tüm dünya Müslümanlarının lideri olacağı hayali kadar; Suriye’de dönen yasa dışı ticaretten de kişisel olarak alacağı payın etkili olduğu da söylenebilir). Türkiye Devleti’nin tüm dış politikası da bu basit düşünce üzerine şekillendi.

Aslında Erdoğan hükümeti, Suriye iç savaşı sürecinde eline geçen stratejik fırsatları da elinin tersiyle itmeyi başardı. 2014 Sonbaharındaki Kobani Kuşatması, Türkiye için tarihi bir fırsattı. Bugün savaş halinde olduğu, her gün karşısında yeni kayıplar verdiği, Türk askerlerini diri diri yakarak Türkiye’ye meydan okuyan IŞİD’e karşı Türkiye, eğer o zaman harekete geçseydi ve Kobani’de sıkışan Kürtler için Türk Ordusu o zaman Suriye’ye girseydi ve devamında da Türk Silahlı Kuvvetleri ile YPG, IŞİD’e karşı birlikte mücadele verselerdi; bugün bambaşka bir Türkiye’de (ve Suriye’de) yaşıyor olurduk.

2017’ye gelindiğinde, Suriye’de yaşananların Türkiye için, dış politika açısından tam bir felaket olduğunu söylemek mümkün. Beşar Esad’ı devirip yerine Türkiye güdümlü Sünni bir yönetim kurma hayalleri artık çok gerilerde kaldı. Son Halep zaferinin ardından Esad, gelecekteki yerini iyice garantilemiş; Rusya ve İran, askeri olarak Suriye’ye kalıcı olarak yerleşmiş gibi görünüyor. Suriye’nin kuzeyindeki Kürtler ise; fiili olarak bağımsız durumda ve ABD’nin tam desteğini almış olarak; Türkiye sınırı boyunca uzanan önemli bir bölgeyi ellerinde tutuyorlar ve Türkiye’nin tüm ısrarlarına rağmen hiçbir Batılı devlet, onları terörist olarak kabul etmiyor. Ve en kötüsü de; Türkiye’nin bunca zaman Kürtlere karşı dolaylı ve gizli olarak desteklediği IŞİD’le doğrudan savaşır hale gelmesi ve El Bab’ta Türk ordusunun IŞİD karşısında takılıp kalması.

Türkiye şu anda o kadar demokratik bir ülke ki; 22 Aralık’ta Cumhurbaşkanı Erdoğan, canlı yayında “El Bab tamamen kuşatıldı” diye açıklama yapıyor ve orada bulunan gazetecilerden hiç birisi “ama internetteki haritalarda bile El Bab’ın 3 tarafının hala açık olduğu, ÖSO ve TSK’nın sadece batıdan şehre yaklaşmış oldukları rahatlıkla görülebiliyor; yanlış bilgi veriyorsunuz” diyemiyor. Televizyon ve gazetelerde, ordunun El Bab’ta yaşadığı başarısızlıktan ve bunun nedenlerinden bahsedildiğini görmek imkansız. Cumhurbaşkanı 29 Aralık’ta, Batılı müttefiklerin El Bab’ta Türkiye’nin gerçekleştirdiği operasyona destek vermediklerini söylüyor; ama Türkiye’de tek bir gazeteci bile “bunun sebebi hükümetin bu desteği almadaki başarısızlığı, sürekli değişen istikrarsız dış politikası olabilir mi” diye soramıyor. Soramıyor; çünkü sorabilecek gazeteciler ya hapiste ya da yurtdışında.

Türkiye’de Erdoğan’a kayıtsız şartsız destek veren ve temel haber alma kaynağı olarak da ana akım medyayı kullanan çok büyük bir kitle var. Genellikle okumamış ve düşük gelirli kişilerin oluşturduğu (ve Erdoğan’ı iktidarda tutan) bu büyük kitle; iktidarı desteklemek uğruna, birbiriyle açıkça çelişen farklı kanaatlere aynı anda sahip olabiliyor. Örneğin aynı anda hem Türkiye’deki ilerici, sol ve Kürt kesimleri hedefleyen canlı bomba eylemlerinden dolayı IŞİD’e karşı büyük bir sempati beslerken; hem de Türk askerlerini öldüren IŞİD’lilerin aslında gizli Hristiyanlar olduklarına ve İslam’ı dünyaya kötü göstermek için ABD gibi Batılı güçler tarafından görevlendirildiklerine inanabiliyorlar. Peki IŞİD’in en son yayınladığı; 2 Türk askerinin canlı canlı yakıldığı video hakkındaki görüşleri ne dersiniz? Basitçe inanmayı reddediyorlar. Videonun ABD’de hazırlandığına ve kurgu olduğuna inanmayı tercih ediyorlar. Nasıl ki Cumhurbaşkanı, böyle bir kötülük hiç yaşanmamış gibi davranıyorsa; videonun yayınlandığı gecenin ertesi günü bile açılışlara katılıp destekçilerini güler yüzle selamlamaya devam ettiyse; onlar da aynı şekilde, hiçbir şey olmamış gibi yaşamayı tercih ediyorlar.

2017, muhtemelen hükümetin çelişkili ve sürekli değişen Suriye dış politikasının sonuçlarının daha net oraya çıkmaya başladığı bir yıl olacak. Türkiye muhtemelen Batı’dan uzaklaşmaya devam edecek ve tam bir Ortadoğu devleti haline gelecek. Türk ordusu El Bab’ı almayı başarırsa; bu Erdoğan’ın büyük zaferi ve fethi olarak Türk medyasında alkışlanacak. El Bab’ın ne kadar önemli, hatta Halep’ten daha değerli bir yer olduğu söylenecek. Eğer Fırat Kalkanı güçleri, şimdi olduğu gibi takılıp kalırsa ve El Bab’a bir türlü giremezse; Türk medyası bu kez Bab’ın zaten önemsiz olduğu, önemli olanın Suriye’nin kuzeyinde, Kürtlerin kontrolündeki toprakların birleşmesinin engellenmesi olduğunu ve bunun başarılmasıyla Fırat Kalkanı harekatının başarıya ulaşmış olduğu söyleyecek. Yani Türkiye’deki standart seçmen algısı için Erdoğan her durumda başarılı olacaktır.

Peki Türkiye’de (şimdiki iktidarın sürmesine yönelik tehdit oluşturmak şöyle dursun; onu meşru göstermek konusunda işlevsel olduklarından dolayı da) varlığına izin verilen tek muhalefet grubu olan laik-milliyetçi Kemalistler, Türkiye’nin bu çelişkili dış politikası hakkında ne düşünüyor dersiniz? Bunu cevaplamak için de Türkiye’deki Kürtler arasında çok bilinen bir fıkra anlatayım: İdam mahkumu olan bir Türk ve bir de Kürt, aynı hücrede kalıyorlarmış. Kürt’e son isteğini sormuşlar; “annemi görmek istiyorum” demiş. Sonra Türk’e son isteğini sormuşlar; cevabı şu olmuş: “Kürt annesini görmesin”.

Yani Türkiye’de “Kürt karşıtı” bir dış politika izliyorsanız; ne kadar mantıklı ve başarılı olduğunuzun çok bir önemi yok; yüzde 70-80 civarında seçmen desteğini cepte görebilirsiniz.

Normalde bu yazı burada bitiyordu. Ancak 2017’nin ilk saatlerinde, İstanbul’da, 40’tan fazla insan sadece yılbaşında eğlenmek istedikleri için katledildiler. Dinci çevrelerin günlerdir yaptıkları yılbaşı kutlamaları karşıtı propagandayı IŞİD, böyle bir terörist eylemle taçlandırmış oldu. Yabancı ülkelerin devlet başkanları, Türkiye’nin devlet başkanı o olduğu için Erdoğan’ı arayıp taziyelerini bildirecekler. Erdoğan’ı destekleyen büyük kitleler ise, üzülmek şöyle dursun, sosyal medyada bu katliamdan duydukları sevinci dile getirmekten çekinmeyecekler bile. Ve tabii ki bir kişi bile istifa etmeyecek veya görevden alınmayacak.

Türkiye nüfusunun yüzde 20-30’unu oluşturan, ilerici ve barıştan yana olan insanların birçoğu 2016’yı hayatlarının en kötü yılı olarak görüyordu. Muhtemelen 2017’nin ortalarına doğru, girişte bahsedilen karikatürde olduğu gibi, 2016’nın aslında o kadar da kötü bir yıl olmadığını düşünüyor olacaklar.

  1. Turkey has been riding on the waves of interests from the West to the East, it changed its attitude (and policies) depending on which wave it was ridding at the time. All the surfers in the World know the simple truth: EVERY wave eventually crashes against the rocks or sandy beach. And this is my prediction for Turkey, it will eventually crash so it is in their best interest (talking about the population here) to navigate towards the sandy beach where crash is much more gentile and cushioned by soft shifting sand.

  4. This is absolutely a biased article, trying to continue the anti- Erdoğan Western campaign and dis-informing readers about Turkish Foreign Policy. It’s true, there may have been mistakes in Turkish iternal and external politics and strategy but saying that whatever they do is against Kurdish people in Turkey ?! – this is just bullshit. İ love reading critical article, but only those that try to build its arguments based on facts and figures and not hallucinations.
